Horsea is a Water-type Pokémon belonging to the first generation of discovered species, classified officially as the Dragon Pokémon despite carrying no Dragon typing itself at this stage. Its body closely mirrors that of a real-world seahorse: compact, upright, and covered in smooth blue scales that deepen toward a rich cerulean along its dorsal side. Its most distinctive features are the crown of pointed spines encircling the top of its rounded head, a long tubular snout built for directed expulsion, and a tightly coiled tail that serves as a natural anchor. Horsea is quite small, reaching roughly the length of a human forearm from snout to tail tip, and its single prominent dorsal fin flutters with constant gentle motion, giving it a deceptively serene appearance even when fully alert.

Horsea inhabits the ocean environments of many coastal regions, preferring the sheltered waters of shallow bays, coral reef edges, and rocky inlet coves where current is manageable. It anchors its coiled tail around coral branches, seafloor weeds, and craggy outcrops to resist being swept away, resting in place while scanning its surroundings. It is not typically found in deep offshore waters; instead, it concentrates near the transition zones between reef and open sea, where food is plentiful and cover is close. Horsea generally lives in loose aggregations rather than tightly organised schools, with individuals maintaining small personal territories around favored anchor points. It shows little preference for time of day, remaining active through both daylight and evening hours in warmer sea climates.

In terms of daily behaviour, Horsea is a precision feeder that targets small aquatic invertebrates and the occasional water-skimming insect, which it knocks from the air or surface with sharply directed blasts of ink. Trainers who observe Horsea in the wild consistently note its remarkable aim; it rarely misses a moving target at close range. When startled or threatened by larger predators, Horsea clouds the surrounding water with ink and retreats into coral or dense vegetation, relying on obscuring cover rather than raw speed. It communicates with others of its kind through subtle dorsal fin gestures and variations in ink density, behaviours that remain largely unstudied in formal research. Toward humans, Horsea is cautious at first but adapts relatively quickly to captive environments, becoming curious and engaged once it establishes a degree of trust.

In battle, Horsea carries two main abilities and one hidden ability, each shaping a distinct combat identity. Its Swift Swim ability causes its movement speed to double whenever rain is falling during a battle, transforming it from a mid-tier speedster into a threat capable of outpacing much faster opponents under the right conditions. Its Sniper ability amplifies the force of critical hits to three times the normal damage rather than the standard two, rewarding careful play built around increasing critical-hit frequency. Its hidden ability, Damp, suppresses any move that involves a detonation, preventing both allies and opponents from using self-destructing attacks while Horsea is on the field. Offensively, Horsea leans toward special attacks rather than physical ones, with its special attack matching its sturdy physical defense, while its low health and weak special defense make it vulnerable to sustained pressure or strong special strikes. It evolves into Seadra upon reaching a certain level of maturity, gaining a more aggressive build, bristling spines, and considerably improved combat capability. Seadra then undergoes a second transformation into Kingdra, but only when traded to another trainer while holding a Dragon Scale, a method that reflects both the rarity and the significance of that final form. Kingdra carries both the Water type and the Dragon type, a combination that traces back to Horsea's classification as a Dragon Pokémon from the very beginning of its recorded existence, despite its single Water typing at this early stage. Researchers and breeders value Horsea highly because it belongs to both the Water One and Dragon egg groups, making it a useful bridge in cross-group breeding programs.
